I will be forever grateful for the help my Brother-in-Law gave me during the time, I spent with him and my sister. He assisted me in getting into a tech school. He was always very patient, quiet and kind...I learned to like football & fishing because of him. He may be gone from this life but will never be forgotten, his legacy lives on thru this Son, my wonderful nephew who grew to be this amazing person that, we dearly Love. My sister, who I believe God has touched her in a special way gave her the strength, patience and Love to care for my brother-in-law during his time of need. The Love of this family will live on forever in his memory!

My sincere condolences to the family of Raul Rios. I am sure sorry to hear of his passing. I often wondered what became of him when he left Morenci during the 1983 strike at Phelps Dodge. At the time I was president of the Steelworkers Local 616. Raul was a member of our local at that time. Unlike other union’s strike benefits, our strike assistance was based on need and determined by a member strike assistance committee. When the strike first started we were experiencing difficulty in setting up a strike assistance program. We knew we had a three-week waiting period before strike benefits would start and we needed to be ready. How we were going to determine need fairly and serve all the divergent needs that were already starting to surface from the outset of the strike. All of us were miners, mill workers, smelter workers, laborers, equipment operators and many more mining occupations. We weren’t accountants, bookkeepers and office workers, so setting up an effective strike assistance program on the basis of need was a real challenge.
Early on one of our members, Raul Rios, came forward and offered his services in setting up the strike assistance program. Raul had a college degree I believe in social work and/or business administration and for whatever reasons had left that field to go to work for the company in the mill. When the strike started he signed up to pull his picket duty. He must have seen us struggling to make our program work and offered to help. He was a Godsend. We gratefully accepted his offer and he went about doing what he had said he would. It wasn’t long before he had a strike assistance program that would have been the envy of any organization administering benefits. In the process he trained the member staff to perform at a high level of efficiency and timeliness.
He made arrangements to be sure that any assistance our local gave out was conducted in an orderly and timely manner to avoid stress on our members (and other unions’ members) and their families. He set up payment schedules with several utility companies, contacted landlords, finance companies, banks and other entities putting pressure on strikers. He developed a good and trusting working relationship with these companies which made it a lot easier to resolve problems as they arose. I hope this tribute is not too long and is well received as a compliment to Raul’s efforts. Rest in Peace Brother and may God Bless the family.

To Cece,
Jane and I were so saddened to learn of Raul's passing. As you know, I first met Raul when he became my roommate after being at NAU after my first year. We became not only close friends but "brothers" away from home. I remember him confiding in me just before asking you to marry, and I was honored to serve as his best man at your wedding. During my visits to Morenci I have fond memories of spending time with both of you and your families, enjoying their warmth and hospitality. I remember the "care packages" we received from our parents at the dorm; home made Mexican foods from Raul's mother and the cheeses, salamis and other treats from my mother. (We locked our room door after smuggling in some Carta Blanca and feasted). When my family met Raul during their visits to NAU, and Jane met you and Raul during our trip back to NAU for our reunion, they all understood immediately why I felt the way I do about you both.
Raul will be dearly missed. He will be forever in our hearts and in my memories. Please give a big hug and kiss to Raul Jr. He has all the reason in the world to be proud of his father!
